Student Education Association

 

We, the members of the Manchester University Student Education Association, in order to bring those interested in education into closer relationship with each other, to work with state and national associations, to extend the spirit of professional unity and purpose, to aid future teachers in developing their careers, to develop leadership, to secure increased public interest and support of education, do hereby adopt and approve this Constitution of the Manchester University Student Education Association.

Article I
Name and Office

SECTION 1. Name – The name of this organization shall be the Manchester University Student Education Association, herein after referred to as MU SEA.

SECTION 2. Office – The registered office of the MU SEA shall be in  Administration 8D. The mailing address shall be Manchester University Student Education Association, Box 35, North Manchester, Indiana 46962. The MUSEA supplies will be stored in the office.

SECTION 3. Affiliation – The MU SEA is unified with the Indiana Student Education Association (ISEA) and the National Education Association Student Programs (NEASP), and is affiliated with the Indiana State Teachers Association (ISTA) and the National Education Association (NEA).

SECTION 4. Affiliation – The MU SEA must affiliate with ISEA by returning a statement of affiliation each year when membership has reached ten (10) members or more.

Article II
Executive Board and Duties
Executive Committee

SECTION 1. There shall be an Executive Committee composed of all elected and appointed officers of the chapter, any state or national officers in the local chapter, and the Faculty Advisor(s).

SECTION 2. The President shall be the chairperson of the Executive Committee. Only in a case of resignation shall an officer be allowed to hold two (2) local Executive Committee positions, and this is only allowed until the vacant position is filled.

SECTION 3. The Executive Committee shall discuss and outline those matters of business to come before the meeting. They shall plan the efficient organization and management of the chapter and shall present their recommendations to the chapter. They shall also assemble any additional committee deemed necessary by MU SEA’s interests and activities.

  • SECTION 4. Offices – The officers of MU SEA shall be President, Vice President, First year/Sophomore Activities Coordinator, Treasurer, Secretary, Public Relations Manager, First year Representative, and Sophomore Representative will have a vote on the Executive Committee as needed.

Duties of Officers

SECTION 1. President

  1. Shall review minutes of previous executive board meeting to check for unfinished business and prepare the agenda for the next executive board meeting. The president shall also announce the business to the group in the order it is to be acted on. The president will also assist the group with the expediting of business.
  2. Shall be familiar with the chapter and state constitution and bylaws and perform those duties as stated in the constitution or bylaws and be familiar with duties of all officers as stated  in the constitution. The President shall ensure that the respective officers are completing all duties as stated in the constitution.
  3. Shall start the executive board, general chapter, and monthly organization meetings on time, preside at meetings, and maintain order.
  4. Shall attend Fall Conference, Spring Representative Assembly, Outreach to Teach, each Executive Board meeting, leadership retreat, each monthly activity, and all ARC of Wabash events unless excused for reasons of, but not limited to, illness, athletes, class attendance required elsewhere, or death in the family.
  5. Shall plan the budget with treasurer.
  6. Will have a vote on the Executive Committee as needed.

SECTION 2. The Vice President:

  1. Shall preside in the absence of the president.
  2. Shall perform other duties as delegated by the President and/or the Executive Board.
  3. Shall be in charge of the ARC of Wabash programs.
  4. Shall plan the budget with treasurer.
  5. Shall attend Fall Conference, Spring Representative Assembly, Outreach to Teach, each Executive Board meeting, leadership retreat, each monthly activity, and  all ARC of Wabash events unless excused by the president for reasons of, but not limited to, illness, athletes, class attendance required elsewhere, or death in the family.
  6. Shall only vote in the case of a tie.

SECTION 3. First year/Sophomore Activities Coordinator

  1. Shall assist the President in assigned tasks
  2. Shall assist in public relations, including communications with the First year/Sophomore classes.
  3. Shall help coordinate the ARC of Wabash activities with the Vice President
  4. Shall be the chairperson of at least one committee.
  5. Shall plan the budget with treasurer.
  6. Shall attend Fall Conference, Spring Representative Assembly, Outreach to Teach, each Executive Board meeting, leadership retreat, each monthly activity, and all ARC of Wabash events unless excused by the president for reasons of, but not limited to, illness, athletes, class attendance required elsewhere, or death in the family.
  7. Will have a vote on the Executive Committee as needed.
  8. Shall create a scrapbook project of events over the year starting after elections.

SECTION 4. Treasurer

  1. Must attend all treasurers’ meetings called by the Manchester University student activities fiscal officer.
  2. Shall be familiar with Student Budget Board procedures for payment of bills, use of cash boxes, etc.
  3. Shall get proper forms for funds at the student activities fiscal officer’s office.
  4. Shall keep accurate records of financial transactions. This includes the account through Student Budget Board and the MU SEA personal account held in the business office for audit at the end of the year.
  5. Shall attend Fall Conference, Spring Representative Assembly, Outreach to Teach, each Executive Board meeting, leadership retreat, each monthly activity, and  all ARC of Wabash events unless excused by the president for reasons of, but not limited to, illness, athletes, class attendance required elsewhere, or death in the family.
  6. Will have a vote on the Executive Committee as needed.

SECTION 5. Secretary

  1. Shall be responsible for recording the draft minutes at the Executive board meetings and the monthly program meetings.
  2. Shall submit draft minutes to the Executive Board and the advisors and provide distribution of final minutes for inclusion in the newsletter for the remainder of the school year.
  3. Shall record attendance at chapter meetings and all other necessary written records for the Association.
  4. Shall attend Fall Conference, Spring Representative Assembly, Outreach to Teach, each Executive Board meeting, leadership retreat, each monthly activity, and all ARC of Wabash events unless excused by the president for reasons of, but not limited to, illness, athletes, class attendance required elsewhere, or death in the family.
  5. Will have a vote on the Executive Committee as needed.

SECTION 6. Public Relations Manager

  1. Shall update the website as needed with the Executive Board minutes and other information pertinent to members.
  2. Shall work with the Executive Committee to make sure proper publications are accomplished.
  3. Shall be in charge of an SEA event.
  4. Shall update the display case in the Academic Center once a month.
  5. Shall publish the MU SEA activities and events at least one week in advance on flyers to post around campus.
  6. Shall attend Fall Conference, Spring Representative Assembly, Outreach to Teach, each Executive Board meeting, leadership retreat, each monthly activity, and all ARC of Wabash events unless excused by the president for reasons of, but not limited to, illness, athletes, class attendance required elsewhere, or death in the family.
  7. Will have a vote on the Executive Committee as needed.

SECTION 7. First Year Representative

  1. Shall be responsible for offering the opinions and positions from the status of a First year.
  2. Shall assist both the First year /Sophomore Activities Coordinator and the Public Relations Representative with communications to the First year class.
  3. Shall be the chairperson of at least one committee.
  4. Shall attend Fall Conference, Spring Representative Assembly, Outreach to Teach, each Executive Board meeting, leadership retreat, each monthly activity, and all ARC of Wabash events unless excused by the president for reasons of, but not limited to, illness, athletes, class attendance required elsewhere, or death in the family.
  5. Will have a vote on the Executive Committee as needed.

SECTION 8. Sophomore Representative

  1. Shall be responsible for offering the opinions and positions from the status of a Sophomore.
  2. Shall assist both the First year /Sophomore Activities Coordinator, and the Public Relations Representative with communications to the Sophomore class.
  3. Shall be the chairperson of at least one committee.
  4. Shall attend Fall Conference, Spring Representative Assembly, Outreach to Teach, each Executive Board meeting, leadership retreat, each monthly activity, and all ARC of Wabash events unless excused by the president for reasons of, but not limited to, illness, athletes, class attendance required elsewhere, or death in the family.
  5. Will have a vote on the Executive Committee as needed.

SECTION 9. Attendance – Each member of the Executive Board is expected to attend every meeting of the Board, leadership retreat, chapter meetings, Fall Conference, Representative Assembly, and all ARC of Wabash events. In the case of two unexcused absences, as defined as a death in the family, illness, athletes, or class attendance, during the officer’s term, that person holding the office will be notified that forfeiture of their office is pending and will be finalized if they are not present at the subsequent meeting.    

Article III
Committees

SECTION 1. Committees- SEA reserves the right to add or omit committees based on the need of the organization. If committees are needed, an Executive Board member must be the chairperson of said committee. The President is responsible of deciding whether committees are needed or not.

Article IV
Advisor

SECTION 1. Faculty Advisor(s) – The Faculty Advisor(s) appointed by the executive committee of the Student Education Association shall serve as a member of the Executive Committee, assist officers and committees in planning and carrying out assignments, and attend all possible meetings of the State Sponsor’s Board.

Article V
Membership and Dues

SECTION 1. Membership – Any Manchester University student who is interested in or preparing for a teaching profession shall be eligible for membership in the Manchester University Student Education Association. Individuals who are eligible for membership in the Indiana State Teachers Association are not eligible for membership in MU SEA. Executive Committee members of MU SEA must become members of MU SEA by October 15th.

SECTION 2. Dues – Dues for the MU SEA shall be determined by the Executive Committee (see Article IV) each year with respect to any changes which might be made on the local, state, or national levels. Persons joining the MU SEA shall pay dues collectively for three levels: NEASP, ISEA, and MU SEA. Membership on all three levels in mandated by the ISEA and the NEASP constitutions.

SECTION 3. Membership Year – The membership year shall be from September 1 through August 31.

Article VI
Elections and Terms of Office

SECTION 1. Elections – All elections will be conducted using an open nomination. Members of the current Executive Board may not nominate another individual for an Executive Board position. All positions shall be elected by a secret ballot at a monthly meeting, no later than April 30th, by a simple majority vote. If there is but one nominee for any office, the nominee shall be elected by acclamation.

CLAUSE 1. President, Vice-President, Treasurer, Public Relations Manager, and Secretary shall be elected by secret ballot at a monthly meeting, no later than April 30th, by a simple majority of the voting of members present.

CLAUSE 2. First year/Sophomore Activities Coordinator, First year Representative, and Sophomore Representative will be selected by secret ballot from nominations made by the third week of the fall semester, and shall immediately establish his/her place on the Executive Committee. Notification to members shall take place at the next chapter meeting.

SECTION 2. Term of Office – Officers shall assume their official duties effective at the transition meeting following the MU SEA election at which they are elected, and shall serve a term for one year.  The First year/Sophomore Representative Activities Coordinator and First year Representative shall start their term following their election in September and will serve a term for one year.

SECTION 3. Qualifications – To be eligible for office, an individual must be a member of the student body at Manchester University and a paid member of MU SEA in the year of the election.

CLAUSE 1. The President position shall have at least one-year prior experience on the Executive Committee of MU SEA and may not be a student teacher.

CLAUSE 2. The First year /Sophomore Activities Coordinator, in addition to the already stated qualifications, must be of first or second year status at Manchester University

CLAUSE 3. The First year Representative, in addition to the already stated qualifications, must be of first year status at Manchester University.

CLAUSE 4. The Sophomore Representative, in addition to the already stated qualifications, must be of second year status at Manchester University.

SECTION 4. Vacancies –

  • President - A vacancy occurring in the office of the President shall be filled for the unexpired term by the Vice President. The Vice President’s position will then be filled by the election of one member of the Executive Board by the Executive Board.
  • Vice President – A vacancy occurring in the office of vice president shall be filled for the unexpired term by the election of one member of the Executive Board by the Executive Board.
  • For a vacancy of any other office – A vacancy will be filled for the unexpired term by appointment of the Executive Board as soon as possible after the vacancy occurs.
  • Multiple Vacancies – In the event that two (2) or more vacancies occur simultaneously, the remaining Executive Board members will meet in closed session to determine any special election procedure that would be necessary to fill the vacancies as soon as possible. Also present at the meeting should be the Faculty Advisor(s). All appointments must be confirmed by a two-third majority of the Executive Board.
  • The president shall call a meeting for the purpose of filling a vacancy as soon as possible after the vacancy occurs.

SECTION 5. Impeachment –

CLAUSE 1.  Disciplinary action may be taken against any MU SEA executive board member based upon, but not limited to, the following circumstances: breaking a policy of the university, misuse and/or abuse of SEA funds, theft and/or misuse of SEA property, being under the influence of drugs and/or alcohol during a Student Education Association sponsored function, and being under the influence of drugs and/or alcohol during a university meeting, program, or event.

CLAUSE 2. Any member of the Executive Committee will be given a probation period for failure to carry out duties and responsibilities as defined in the Constitution of 31 days.

CLAUSE 3. A member of the Executive Committee may be asked to resign or face removal from office if he/she fails to carry out his/her duties and responsibilities by the end of the 31 day probation period and/or petition by two-thirds (2/3) of all voting members.

CLAUSE 4. A three-fourths (3/4) majority vote of all voting members present at the next MU SEA meeting is needed for the Executive Committee member to be removed from office.

ARTICLE VII
Meetings

SECTION 1. MU SEA Meetings – There shall be a minimum of five (5) meetings to be held as one meeting every other month of the academic term, with the exclusion of January session and an optional May meeting, of the MU SEA within one membership year.

SECTION 2. Executive Committee Meetings –

CLAUSE 1. Executive Committee Meetings shall meet once a week unless the president deems it unnecessary. All Executive Committee members are required to be at all Executive Committee meetings unless excused by the President. The current Executive Committee shall determine the days and times of the meetings.

CLAUSE 2. There shall be an Executive Committee meeting held in preparation of each MU SEA meeting. Additional meetings of the Executive Committee can be called at the request of two (2) officers of the Committee at any time. 

ARTICLE VIII
Constitutional Review

SECTION 1. Review Process -- This constitution shall be reviewed every two years. It shall be passed by two-thirds (2/3) majority vote of the MU SEA, and approved by the Office of Student Activities. Any changes made are to be submitted to the SGA Constitution Committee electronically.

SECTION 2. Amendments -- Amendments may be proposed by 1) any member of the MU SEA, and/or 2) the Executive Board. Proposed amendments will be submitted in writing to the Executive Board.

SECTION 3. Notification – The Executive Board shall distribute and/or notify all members of the MU SEA of any such proposed amendment at least fifteen (15) days prior to the next chapter meeting.

Section 4. Effective Date – All passed amendments shall become effective the first Monday following the chapter meeting on which the voting took place.

ARTICLE IX
Disbursement of Funds

SECTION 1. All disbursements must be authorized by the president and the treasurer.

SECTION 2. Any disbursement of funds over $75.00 must be approved by a majority of four (4) officers and the advisor.
