Parking Information

The following regulations and procedures are necessary for safety, traffic order and protection on the campus.  The College may revoke campus vehicle privileges from anyone at any time for just cause.  The College supports and enforces on campus, local and State vehicle regulations. With probable cause of a crime or policy violation, officers may search any vehicle, once authorization is obtained from the director of safety and security, and the vice president of student development, or their designee.

DEFINITIONS

MOTOR VEHICLES include automobiles, trucks, motorcycles, motor scooters, mopeds, snowmobiles, and other motor- powered vehicles.

STUDENTS include ALL persons enrolled in courses, regardless of place of residence.  Students working part-time for the College are subject to student regulations.

FACULTY AND STAFF refers to all non-students employed by the College.

VISITOR refers to any person other than faculty, staff, or student.

TOWING refers to the removal of a vehicle from College property to an off-campus facility.

BOOTING refers to the use of a vehicle immobilizer to prevent the vehicle from being moved.

VEHICLE REGISTRATION REQUIREMENTS

Any member of the faculty, staff or student body employed by or attending Manchester College, must register motor vehicles and display a current registration decal.  Motor vehicles are registered  in the Safety and Security Office, located at 1305 East Street.  The vehicle must be covered by the minimum liability insurance as required by the state in which the vehicle is registered.

Faculty and staff must register motor vehicles and obtain a permanent staff decal when commencing employment, or upon change of a  motor vehicle.

Student motor vehicles must be registered as a part of the enrollment procedure, or when the vehicle is brought to campus.  It is the responsibility of the vehicle operator to ensure that the vehicle is registered.

Some parking areas on campus are designated reserved parking and are posted "Commuter Student," "Faculty/Staff," "Handicapped," "Visitor," or "Reserved" parking. All other spaces are available for general parking.

The student vehicle registration fees are $30 if registered during the fall semester, and $15 if registered during spring semester.  A student may register a second vehicle for $1.  The registration year runs from Aug 30, 2006 to Aug. 31.

 

DECALS

A registration decal must be permanently affixed to the lower right-hand corner of the vehicle’s front windshield.  Existing decals on registered vehicles need not be removed.

A decal will be provided free of charge for a newly acquired vehicle replacing a registered vehicle.

Commuter students will be issued a special decal which permits them to park their vehicles in specific areas designated for commuter parking, as well as general parking. 

Students and employees residing in College apartments will be issued a special decal that permits them to park their vehicles in specific areas designated for residents of College apartments.

Defective decals must be replaced immediately. There is no charge if an identifiable portion of the decal is turned in for replacement.

Removal of a decal from the vehicle is required upon:

  • Change of ownership of vehicle (privileges are not transferable).
  • Termination of association with the College.

TEMPORARY PERMITS

If a motor vehicle is to be on campus for a period of three weeks or less, or if a borrowed vehicle is being used while a registered vehicle is temporarily inoperable, a temporary permit must be obtained from the Department of Safety Office.  There is no charge for temporary permits issued to students who have another vehicle registered with the College.  Other temporary permits are issued at the rate of $1 per week.

 

GENERAL VEHICLE REGULATIONS

  1. Indiana State laws governing the movement, operation, and parking of motor vehicles apply on College property and in the College community.
  2. The speed limit for all vehicles on College property is  15 miles per hour, including golf carts and bicycles, as  well as other motorized vehicles.
  3. Pedestrians have the right-of-way at all times.
  4. Motorbikes, mopeds, motorcycles, and motor scooters shall be operated on streets designed for normal licensed vehicles, not on pedestrian walks.
  5. Privately owned and unauthorized golf carts and/or other non-licensed vehicles are not permitted on College property.
  6. Bicycles shall be kept in bicycle racks provided at locations across campus and adjacent to buildings. Resident students may store their bikes in the bike rooms provided in their respective halls.  For fire and safety reasons, bicycles and other similar equipment may not be kept in hallways, stairwells, study lounges, or other public areas inside campus buildings.  Bicycles found in such areas may be confiscated by an officer and a fine of $20 will be assessed.
  7. Parking of motor vehicles on College property is confined to areas designed for that purpose. Parking or driving on walks, yards, or grassy areas is not permitted.
  8. Parking is prohibited at all loading and service vehicle docks and zones, fire lanes, entrances to buildings, and at any location where curbs or pavement are painted yellow.
  9. The responsibility for finding a legal parking space rests with the motor vehicle operator.
  10. The person in whose name a vehicle is registered is responsible for violations involving that vehicle, even when driven by other persons.
  11. Parking in fire lanes adjacent to residence halls and other College buildings constitutes a threat to persons and property and is strictly prohibited.  Use of fire lanes for loading or unloading is permissible for brief intervals, during which time the vehicle must be attended AND have hazard lights on.  Violation of this regulation could result in towing and revocation of campus vehicle privileges.
  12. Resident halls have designated loading zones, marked by painted white curbs, permitting drivers to leave vehicles unattended for 10-minute intervals while loading and unloading.
  13. Recreational off-road vehicles, such as snowmobiles, dune buggies, trail bikes, mopeds, etc., are not permitted on-campus, nor at the Koininia Environmental Retreat Center.
  14. Visitor parking is available 24 hours a day in the designated parking areas.  Visitors may also park in general parking areas, providing that a permit has been obtained from the Department of Safety and Security is properly displayed.

VIOLATIONS AND APPEALS

Tickets requiring identification through the BMV are subject to a fee.  Fines are paid in the Business Office, or mailed to Manchester College Business Office, 604 East College Avenue, North Manchester IN, 46962. Tickets not paid within ten (10) days will be charged to the student/employee’s account, and a billing fee of $10 will be added.

 

Five violations or more within a given year could result in that person's vehicle(s) being booted with each violation after the fourth ticket.  Booting will occur without warning upon issuance of the fifth ticket and beyond.  Furthermore, repeat offenders risk losing their campus parking privileges for the remainder of the academic year, and their vehicle(s) will be booted whenever found on campus.  Unregistered vehicles will be booted following the issuance of the third ticket.  Officers will remove boots from vehicles only upon receipt of the boot removal fee in the form of cash or check.  Vehicles left booted for 48 hours will be towed off campus at the owner's expense.

Fines for violations of parking regulations are $10 per infraction.  Overtime parking fines are $20.  A $60 fine is assessed for parking in a handicapped reserved space.  Moving violations on campus are subject to $60 fines.  Parking in fire lanes, loading zones, or at yellow painted curbs are subject to a fine of $60.  Reckless driving on campus constitutes a moving violation, resulting in a $60 fine, and may also lead to the revocation of campus parking privileges.  A violation of the motor vehicle registration regulation is subject to a $30 fine and the possible revocation of parking privileges. 

Falsification of information to obtain a registration permit will result in revocation of parking privileges for the remainder of the academic year, and charges of "Deception" will be filed through the Student Conduct Review System.
