Bio History NoteProject Director: James A. Shively, A.C.S.W., Director, Social Work Program, Manchester College, Department of Sociology and Social Work.

The assumptions on which the project was based are that children need to grow and be nurtured in a family environment, that a significant number of children are being denied this opportunity, and that through providing training to the current child welfare workers, additional foster care resources for children unable to live with their biological parents can be development and maintained.
