Hon. Carolene Mays-Medley, Vice-Chairman, Indiana Utility Regulatory Commission
Carolene was appointed to the Indiana Utility Regulatory Commission in 2010 by Gov. Mitch Daniels. In January, 2014 she was reappointed by Gov. Mike Pence who also named her commission vice-chairman. She serves as the National Association of Utility Regulatory Commissioners (NARUC) chairperson of the Committee on Critical Infrastructure and member of the Washington Action Committee. Carolene is a spokesperson regarding Cybersecurity and Infrastructure issues, and was named one of Smart Grid’s 50 Pioneers of 2013. In addition, she serves on the New Mexico State University Center for Public Utilities Advisory Council and the University of Missouri Financial Research Institute Council. She is the immediate past president of the Mid-America Regulatory Conference (MARC).

Previously, she was publisher and president of the Indianapolis Recorder Newspaper and the Indiana Minority Business Magazine, as well as a television talk show host. Carolene also served in the Indiana House of Representatives from 2002 to 2008, where she received several Legislator of the Year awards. She was listed as a "Rising Star in Indiana Politics,” one of "Indiana's Most Influential Women," and one of “Indy’s Most Powerful.”

Active in the community, Carolene serves on the Indianapolis Capital Improvement Board, Indiana Sports Corporation Board, and Peyton Manning’s PeyBack Foundation Board, among others. She has been named a chairperson for the 2016 NCAA Women’s Final Four (WFF), and served as co-chair of the 2011 and 2006 NCAA WFFs. She is the 2015 NCAA Men’s Final Four Indianapolis Organizing Committee Volunteer Chair. She also served as the 2012 Indianapolis Super Bowl Chairperson of Administration.

Carolene is a member of Alpha Kappa Alpha Sorority, the Indianapolis Chapter of Links and Northeasterners. She attends Eastern Star and Heartland Churches. She is married to Fred Medley and has one daughter, Jada, and three step-sons, Frederick II, Niles and Chase.
