Institutional Review Board (IRB)


The Institutional Review Board is charged with the following:

  1. To formulate, implement and monitor compliance with policy regarding scholarship and research involving human subjects in accordance with federal, state, and local regulations.
  2. To ensure the safety of human subjects involved in research conducted by faculty, staff and students at Manchester University.


All study proposals should be submitted using Mentor IRB. You can login to Mentor IRB using your regular Manchester University credentials. Links within the Mentor IRB Info Page contain material that can help you determine whether your proposal is eligible for exempt, expedited, or full review. Most studies at Manchester meet criteria for an exemption or expedited review.

All study investigators are required to complete training available through the Collaborative Institutional Training Initiative (CITI) program prior to submitting a proposal. Please complete the most appropriate module based on the nature of your project (the most commonly accessed modules are Social & Behavioral or Data Only research, but Biomedical is also available), as well as the Conflict of Interest module. Mentor IRB will prompt you to upload your certificates of completion.


Office of Human Subjects Research

The OHSR, part of the National Institute of Health, issues regulations for the protection of human subjects of research and provides instruction and guidance in ethical issues associated with such research. OHSR information sheets include guidelines for writing research protocols and for writing informed consent documents.

Tutorial on Protecting Human Research Participants

This free tutorial is offered by the National Institutes of Health’s Office of Extramural Research. Although it is recommended by the IRB, completion is not required for approval. If the research project is funded by a state or federal agency, this human subjects training is required.
